IBEW LOCAL 570
EFFECTIVE August 31, 2009
SECTION I: APPLICANTS AVAILABLE FOR EMPLOYMENT
1. All new applicants must fill out the required application forms and all applicants must re-file qualifications every six (6) months if registering for employment so that qualifications may be kept up to date. All applicants may register ONLY during normal business hours (7:30 to 12:00 and 12:30 to 4:00) of Local 570.
2. Applicants may be required to show proof of the requirements set forth in the Group for which he or she wishes to qualify for.
3. All applicants shall RE-REGISTER on one of the first five (5) normal working days of EACH MONTH Applicants must re-register in person during Local 570’s normal business hours to retain their appropriate place in their proper group.
4. Applicants who are residents within the jurisdiction of Local 570, as per the current Inside Collective Bargaining Agreement, but whose permanent address is outside of A Zone (in Tucson as described in Article III, Section 3.05(a) of the Inside Agreement) may register or re-register by requesting the dispatcher to do so from their “HOME PHONE”. They may re-register during the days and hours as stated in Section I: Rule 3 only.
5. Applicants who are registered on the “Available for Work List” and reside outside the geographical jurisdiction of Local 570, are working or are seeking work outside the geographical jurisdiction of Local 570, shall be permitted to re-register by post card or letter, provided:
(a) The post card or letter is received not more than 5 working days prior to the re-registration
period as stated in #3 above.
(b) The post card or letter is post marked from a location outside the geographic jurisdiction
of Local 570.
(c) The post card or letter must indicate your intention of being re-registered on Local 570’s
“Available for Work List”. It must include your printed name as it appears on your
registration card and YOUR signature.
(d) The post card or letter must be received at Local 570 (750 S. Tucson Blvd., Tucson, Az.
85716) prior to the close of normal business hours on the last day of monthly re-registration
as described in #3 above.
6. Applicant’s name will be removed from the “Available for Work List” if:
A. The applicant accepts a referral for work.
B. The applicant accepts a referral for employment and is employed for more than 7 calendar
days.
C. The applicant accepts a referral for employment and is employed for more than 14 calendar
days in Yuma or outlying areas.
D. The applicant has a total of three (3) strikes charged to them as described in Section III: Rule 2
E. The applicant is not re-registered as required in 3, 4 or 5 above.
7. Applicants who establish in advance and in writing a “bonafide” reason, approved by the Business Manager, for not working for individual employers, will not be called for those employers. These applicants will not be charged a strike for those contractors.
8. Individuals who receive two discharges for cause within a twelve month period will be suspended from future referral privileges until they appear before the Appeals Committee. The Appeals Committee will determine their continued eligibility for referral.
SECTION II: ORDERS FOR MANPOWER
1. Contractors will have until 3:45 PM to call the Local to request manpower for the following day’s dispatch.
SECTION III: DISPATCHING
1. All Applicants must sign the “Day Book” between 6:30 and 7:00 AM to be eligible to receive a call for that day. Calls stating, “Must be present at dispatch” applies to all applicants. Calls accepting workers “late or next day”, applicants who are residents within the jurisdiction of Local 570 and whose permanent address is outside of “A” Zone of Tucson will still be required to call Local 570 prior to dispatch time to be placed on the “Day Book”.
2. Do to current work conditions. If you are not present or turn down a call, you will receive a strike if the call goes past your name and goes unfilled. You can receive only one strike per day. On the third strike you will be dropped off the available for work list and you must re-sign in person unless you qualify for Section I: Rule 4.
3. Dispatch for jobs will begin at 7:00 AM, Monday through Friday.
4. Worker will have one hour to report to the job site or office after dispatch. If the worker does not report within the hour, the contractor will have the right not to accept referral. There will be exceptions to this providing there is a legitimate reason.
5. Workers time will start only when he or she reports to the job site or office.
6. Workers who qualify for Section I: Rule 4 will be required to call Local 570 between 6:30 & 7:00 AM if they would like to be called for any calls that accept workers ”late or next day”. If they do not call Local 570 between 6:30 & 7:00 AM they will not be called for dispatch and will be subject to Section III: Rule 2.
7. Workers who accept a call designated a “short call” by a contractor will be required to return to the hall within the seven day time period. Those workers who do not return to the available to work list at the end of the seven day call will be working in direct violation of the dispatch procedures. Disciplinary actions will be taken against these workers.
8. The Business manager is responsible to fill calls in a timely manner as needed by employers. This means in an emergency, referrals may have to be made outside normal hours using whatever means are available to fill calls and place registrants.
9. No “collect” phone calls will be accepted pertaining to dispatching, re-registration or work inquires.
10. A recording with calls for manpower will go on at 4:00 PM for calls to be dispatched the following morning at 7:00 AM.
